Neighborhood Association and Community Alert!

by pearlgirl
School Bus - Cartoon 7 Portland Public Schools is planning to change their policy concerning the disposition of real property. They are planning to discontinue the notification of the City of Portland, Multnomah County, Portland neighborhoods, and the public when they are planning to declare a property surplus /(see pages 8 - 15 of PPS Final Board Book ). The 1979 Portland City School Policy was developed during the comprehensive plan process and is still ORDINANCE (Ordinance 150580). It states very clearly the intent and importance of a public partnership among School District #1, local government, neighborhoods, and the public. The above policy changes by PPS #1 seem to be in conflict with the City School Policy, Comp Plan and State Law. If you are able, please check into this policy change and let Portland Public Schools know of your opinion about the need for the public to remain part of this process and tell others about it. Thank you very much for any help you can offer, Don MacGillivray<

North Pearl District Plan Hearing

by shooter
north-pearl-map During the City Council's first review of the North Pearl District Plan (NPDP) held Wednesday, September 24th, various stakeholders proposed amendments to either the plan itself or the accompanying package of Zoning Code amendments proposed to implement the plan.  Each of the amendments proposed on the 24th and the staff's recommendation to Council are summarized in this downloadable document .

The City Council will review these amendments and take additional testimony on these requests at a follow-up hearing scheduled for Thursday, October 30th at 2:00PM.  It is anticipated that the Council will decide to adopt the North Pearl District Plan package at this hearing and will decide which of the above referenced amendments to include through the adoption process.

What follows is a brief summary of the proposed amendments.  Please read the downloadable document for complete details and the city staff recommendations.

City Council Votes in Favor of NW Parking Garage

by shooter
nw 23rd garage The City Council rejected the appeal by the NW District Association of Richard Singer's proposed parking garage at NW 23rd and NW Irving.  The vote was 4 to 1, with Sam Adams voting to uphold the appeal.   While not guaranteeing construction will occur, this does remove a barrier and opens the door for the garage to be built.

I still don't understand why the fact that existing pay lots go under-used continues to be ignored, or how Singer proposes to change drivers' preference for free on street parking.

Any shopping district will draw traffic, but shoppers' preference for free on street parking contributes greatly to the traffic along NW 23rd.  Until that is addressed existing pay parking lots will continue to be lightly used. Former Mortgage Broker’s Home Takes The Prize For “Most Desperate Seller”

by Agent503
Mt Tabor Home Not too long ago this prestigious 7000 sq. ft, 6-bedroom Mt. Tabor home was included in the National Register of Historical Places. It is now bank-owned and has become the mockery of several Portland real estate blogs. The property went on the market in May 2007 for 1.8M. Fifteen months later it is now priced at 899k, a whopping 53% less - the biggest drop among the 160 properties tracked in Portland's Desperate Sellers Database. The bank took over this property when the owner, a local mortgage broker, was unable to...uhmm...meet his obligations. If that ain’t a sign of the times…

City Council to Consider NW 23rd Parking Garage - Again

by shooter
nw 23rd garage The City Council is set, yet again, to consider developer Richard Singer's parking garage proposal at Wednesday's City Council meeting.  The proposed garage, located at NW 23rd Ave and NW Irving, was voted down two years ago by the City Council.  Now, Singer is back to put a slightly modified proposal in front of a slightly different City Council—which just may vote in his favor.

Today's Portland Tribune covers the latest chapter in this continuing saga. What the Tribune fails to mention is that the existing pay parking lots along NW 23rd are underutilized.  In last month's NW Examiner , Allan Classen published a survey that clearly demonstrates the existing pay parking lots are an underutilized resource.

Patrons of the NW 23rd shopping district prefer to search for free on street parking rather than pay to park.  Drivers can be seen circling blocks in search of parking, passing by the pay lots.  Singer has yet to explain how he in

Portland Voted Greenest City In The U.S.

by Agent503
green-recycle-img According to a ranking by SustainLane, Portland is the greenest city in the nation. The rankings track the unfolding story of cities working to improve their residents’ quality of life. Cities with decentralized energy supplies, renewable water sources, abundant mass transit etc score high. Green building and land use policies also play an important role in determining who's green and who's not. Portland's placing at the top may not come as a surprise to many, but the city may not be as green as it's made out to be. Find out more here . Home Prices Drop by 7.3%, Biggest Year-Over-Year Decline Since 1996

by Agent503

The median sale price for August 2008 was $280,000 this is a 7.3% decrease from the median sale price for August 2007 and marks the biggest year-over-year decline since at least 1996. Months of supply (total inventory/monthly sales) sits at 9.9 months compared to the 6.2 months of supply for the same month last year. Sellers are becoming increasingly motivated, however their motivation is often expressed in subtle terms. Not always can are the magic words "Motivated Seller" visible to buyers. Find out here how seller motivation is communicated and where in Portland motivated sellers are located.

Neighbors, Please Help Keep Colwood Green!

by pearlgirl
colwood Hello Neighbors, I have let you know about this issue in the past—and you may have already received this request from me or others, I am sorry for any redundancy—but the Concordia Neighborhood Association and many other neighborhood and environmental groups have been working on a critical issue and we need your assistance. There is a proposal before Council to rezone of 116 acres of the Colwood Golf Course from open space to industrial. You can read the details at http://keepcolwoodgreen.com This rezone requires an amendment to the City's Comprehensive Plan and the folks in favor of the rezone are pushing their case very hard. They have hired former Commissioner Mike Lindberg, among others, to lobby the Portland Council on their behalf. This makes it critical that we let our voices be heard on this issue. Here is a quick run down of the main reasons to keep Colwood green: 1) Colwood is an irreplaceable asset: Colwood is one of the last parts of the Columbia
