City Council to Consider NW 23rd Parking Garage - Again

The City Council is set, yet again, to consider developer Richard Singer's parking garage proposal at Wednesday's City Council meeting.  The proposed garage, located at NW 23rd Ave and NW Irving, was voted down two years ago by the City Council.  Now, Singer is back to put a slightly modified proposal in front of a slightly different City Council—which just may vote in his favor.

Today's Portland Tribune covers the latest chapter in this continuing saga. What the Tribune fails to mention is that the existing pay parking lots along NW 23rd are underutilized.  In last month's NW Examiner, Allan Classen published a survey that clearly demonstrates the existing pay parking lots are an underutilized resource.

Patrons of the NW 23rd shopping district prefer to search for free on street parking rather than pay to park.  Drivers can be seen circling blocks in search of parking, passing by the pay lots.  Singer has yet to explain how he intends to change drivers' habits and have them pay to park in his lot when they currently refuse to pay for parking, or why he believes additional pay parking is needed when existing pay lots are not used.

The City Council hearing on the proposed Garage is at 2:30pm, Wednesday, Oct. 8, 1120 SW Fourth Ave.
