4312 N Interstate Avenue » Market Rate Apartments Proposed in Overlook Neighborhood

Overlook neighbors have the opportunity to participate in the design review process for a new market rate apartment building, The Prescott, at 4312 N. Interstate Avenue. The applicant, represented by Myhre Group Architects, seeks Design Review approval to construct a new full-block mixed-use building located along N Interstate Ave, bounded by N Prescott St to the north, N Skidmore St to the south, and N Maryland Ave to the east. The 139,518 SF building will house 155 residential units on floors 1-6, 110 parking spaces below grade, and six retail spaces at the ground floor totaling 10,279 SF of tenant space. The building is to be a U-shaped structure surrounding a private ground-floor, south-facing courtyard . Ground floor retail spaces face N Interstate and the sides wrap along N Prescott and N Skidmore streets.
The units are studios (approximately 450 sq ft), one bedrooms (approximately 600-700 sq ft) and two bedrooms ( approximately 950 sq ft). All units will be market-rate and targeted to college students and recent graduates. The Prescott's location along the MAX line will make it easy for residents to commute downtown.
Demolition of the existing site is scheduled to begin in October. Construction will start in early spring of 2009, and is expected to last from 14 to 18 months. Occupancy is scheduled to begin in the summer or fall of 2010.

DECISION MAKING PROCESS
The Bureau of Development Services will make a decision on this proposal. We will consider your comments, and
- Approve the proposal.
- Approve the proposal with conditions.
- Deny the proposal.
The Overlook Neighborhood Association may take a position on this application. They may also schedule an open meeting prior to making their recommendation to the Bureau of Development Services. Please contact Claire Paris at 503-998-4878 to determine the time and date of this meeting.
ORS 227.178 states the City must issue a final decision on Land Use Review applications within 120-days of the application being deemed complete. The 120-day review period may be extended at the request of the applicant.
