Technology Versus Civil Liberties in Portland

The Portland Police Department is testing a new camera system that automatically records the license plate number, time, and location of vehicles encountered while police are on patrol.The plate number is compared against a database of stolen license plates to help identify and recover stolen vehicles. The system can even track the movements of a vehicle in the city because all the plate numbers recorded are stored in a database.
While the usefulness of this system is obvious, it does raise civil liberties concerns. The biggest question is how will the public be assured that the recorded information will only be used for its intended purpose? Can the information be subpoenaed for use in civil cases?

The Mayor’s New Prostitution Plan

Mayor Potter has unveiled his new strategy for dealing with prostitution on the eastside. Residents say that in the year since the drug and prostitution-free zones were eliminated, the problem has soared. Potter's plan is to get tough on prostitutes and johns. The city will dedicate four unmarked cars to anti-prostitution stings seven days a week. It will also ask judges to put repeat prostitutes and johns on probation and exclude them from specific areas. This would allow police to arrest them for being in a designated area, without having to involve the parole officer.
Skeptical residents say the plan doesn't target johns and relies on the prostitutes actually showing up in court. Residents want the prostitution-free zone (PFZ) reinstated. They said that the racial-profiling noted in the report that shut down both zones was based on arrest data for the drug-free zone only. The report does not contain the word "prostitut

Police Work with Montavilla Neighbors

East PDX News reports that Portland Police Bureau (PPB) took a novel approach to dealing with the problems of prostitution and drugs in the neighborhood. PPB setup a Mobile Command Center, served refreshments, met with neighbors, and provided community service information. The goal was to encourage people to participate with neighborhood associations to address the problem. The gathering took place on August 29th, the start of the holiday weekend. When drug buyer's and pimps started coming into the area for the holiday they found a heavy police presence, including numerous street patrols, and what appeared to be a block party with the police.Drug dealing and prostitution occur regularly in this neighborhood, spilling over from 82nd Avenue. The problem has significantly increased after Portland removed its "Prostitution-Free Zones". Neighbors are circulating a petition to reinstate these zones in East Portland.
