City Council Votes in Favor of NW Parking Garage

The City Council rejected the appeal by the NW District Association of Richard Singer's proposed parking garage at NW 23rd and NW Irving. The vote was 4 to 1, with Sam Adams voting to uphold the appeal. While not guaranteeing construction will occur, this does remove a barrier and opens the door for the garage to be built.
I still don't understand why the fact that existing pay lots go under-used continues to be ignored, or how Singer proposes to change drivers' preference for free on street parking.
Any shopping district will draw traffic, but shoppers' preference for free on street parking contributes greatly to the traffic along NW 23rd. Until that is addressed existing pay parking lots will continue to be lightly used.
